The advantage is simplicity -- no re-signing needed, with monthly fees and contract duration continuing as-is. The downside is you may miss out on new-customer deals.

If your old contract has expired or is nearing expiry, cancelling and re-signing is typically the better deal. New-customer offers are usually much more generous than renewal deals -- potentially including free installation, several months free, or a complimentary router. Especially if multiple ISPs cover the new address, you can shop around for the best price.
